It appears that Baylor granted Stidham's release with the only exclusion being NO Big 12 schools. So, no Texas Tech.
If he wants to stay close to home, I imagine A&M would be an option should he choose that route - and, of course, NKOB Houston (they are not yet in the Big 12 so a currently viable option).
This could make Oregon even more viable for him as well.
