Graduate transfer question

So a Cal player who has graduated is going to play for Notre Dame this season ala Vernon Adams. Apparently ND has done this a few times.

My question is this: Once a player has graduated (or is know to be on track to graduate) and still has eligilbilty left, can a school contact the player and recruit him? Or does the player have to contact the school first?

Just curious.
